Following several calls and emails both to myself and the offices of the Administrators it was decided to call down ourselves to chat with the owner of 29 phase 2 and see exactley what the position is.
It would seem that in widening the disabled ramp which was falling away that there was a problem with the wall.  This was demolished and rebuilt with balustrades and the coping which is a feature of the walls on Sol Golf has also been removed.
The Administrator was assured by the owner that planning consent is not required for such works and that all the neighbours are in full agreement with the building of the wall and its change from copings to balustrades.  If this is the case then there is no problem, however there should have been full Community agreement before building works started.  The erection of railings has been mentioned in the context of this issue (by a neigbour) and whilst it would be looked into if there was a complaint (from an owner) there has been non so far.
